Steps (In Order)
1. Build Warehouse
2. Send Ghost out for supplies
3. Build 2 more Warehouses
4. Build Temple
5. Build Summit (Once you have enough supplies)
6. Upgrade all Warehouses
7. Start Building Banshees
8. Attack when you have about five Banshees
9.Set Global Rally Point and keep making Banshees.
10. Target any threats and buildings that produce Units (Infantry, Vehicles, etc.)
Tip: Be sure to send your Ghost and your Leader along with the Banshees to attack.
As Anders, your build order will be as follows:

When your third Reactor is complete, you research Wingmen while your fourth Reactor is still in queue. When your fourth reactor is complete, you research Chaff Pods, then Hawk Super Unit. Now, as soon as you place the Hawk upgrade into queue, you destroy a Reactor and replace it with a Field Armory. Once the Field Armory is completed, you queue up Reinforcements and Reserves (in that order) and destroy another Reactor, replacing it with a second Air Pad. You now have all of your upgrades either researched or in queue, and you've dropped your tech level back down to 2. You only need a tech level of 2 to build Hawks, and destroying two Reactors gives you back 1,750 resources. After you've queued Reinforcements, Reserves and Hawk Super Unit, and you've destroyed your second Reactor, you simply start queuing Hawks as frequently as you have the 250 resources to create them, cranking them out of both Air Pads (you should be able to finish Hawk research and build 2-3 before your second Air Pad is complete, then you build them in pairs from both Air Pads to allow it to take less time. If you follow this build order exactly as it is stated, and queue your Hawks without trying to do anything else, you can have 20 Hawks (for a population of 40) inside of seven minutes, and no 3v3 team will have an army strong enough to stop them that early in the game.
Now, I know you're asking "But, Jester, how in the world do you think I can follow that build order and only have two supply pads? You must be crazy if you think two supply pads will give me enough resources to build all of that stuff inside of seven minutes!"
That's the most important part of this strategy, my friends. Your two teammates. They have to be very team oriented, and they have to understand that while their scores will be low, you'll be chalking up win after win. They have to be willing to accept that there's not much glory in their job, but it is the most important job on the team. Both of your teammates are going to be Sergeant Forge. Their bases will consist of nothing but Supply Pads, and their only job in this game is to send you money as often as they can. If you've got two teammates who both have five to seven heavy Supply Pads, you'll have all the money you need for the first seven minutes.
In regards to this strategy, while it is a great one, I will say one thing. Your opponents have to be playing a longterm, end-game strategy. If you get rushed, this strategy -will- fail. Generally, you don't want to try this strategy against two or more Covenant, as they'll most likely rush you inside of six minutes, which will be too soon for you to be able to do anything about it. You'll generally only want to use this strategy against three UNSC opponents, or two UNSC and one Covenant. Even if you're playing three UNSCs, or two UNSCs and a Covenant, though, you need to make sure they're not going to rush you, so make sure that you and both of your teammates send your initial warthogs out to scout. If your opponents look like they're going to rush you, abandon this strategy immediately and work on something else to counter their rush, like establishing warthogs or flamethrowers, whatever the situation may call for. I promise you, if you always scout your opponents, and you only adhere to this strategy when your opponents are thinking long-term and end-game, this strategem will never fail, but you have been warned: if you're rushed, this strategy will fail every time.
Elephant Rush
The Elephant Rush is an all in early game rush for use with Captain Cutter and the UNSC. You start out building an Elephant and a Supply Pad as you send your first Warthog to grab supply crates. Build 2 more supply pads as you get the resources. As soon as your Elephant finishes send it to setup at the enemy base (use the 'Y' button). Build another warthog and keep gathering supply crates.
Build a Reactor as soon as you can (after you have 3 supply pads). By this time your Elephant should already be in the enemy base producing units. Usually what you want to build are Flamethrower squads, especially if it is against the Covenenat, because they're excellant against grounds units (remember to set your rally point next to the enemy base unit exit). You also can build more Warthogs if you have the resources to do so. You mostly want to gather supply crates with them but you can also use the to run over enemy units, just be careful not to lose any hogs. If any get low on hitpoints send them off to gather more supply crates. Be sure to target any enemy units that come out, and kill turrets before they finish building.
After your Reactor finishes build Spartans and research Gunner for the Warthogs then keep building Supply Pads. By this time it should be a winning battle for you at the enemy base. Look at the buildings your enemy has and decide what to do from there. If he has a Factory or Summit build more warthogs and make sure you get 3 spartans then get marines. If he has a Hall or Barracks get more flamethrower squads.

Explore carefully. Unlike many Real-Time Strategy games,
Halo Wars maps often have third-party forces on them. Rebel and Flood
troops await the unwary player who wanders without an escort. If you
plan to explore the map, do so with at least four or five troopers, lest
you run into trouble. If you have the troop strength to clear these
rabble out, do so. They always guard something valuable. Taking the time
to clear them out is almost always worth it (unless your base is under
attack.)

Upgrade quickly. As in the single-player campaign, upgraded
units are far superior to basic ones. But having a small number of
upgraded troops is no guarantee of winning against a larger force of
basic troops. Build up a good number of troops before you invest too
heavily in upgrades. Don't forget building upgrades! A boosted Reactor
works twice as hard as a regular one for a small investment of Supplies.

Build Supply Pads first. Since it is the only finite
resource, Supplies are essential to getting things done in Halo Wars.
Build at least two Supply Pads right off the bat. Supply Pads are also
the first buildings you should be upgrading.

Always build turrets on your base. If your troops are away
fighting, turrets are your only defense until you can train more units
or bring your army back. Make sure you never leave your base undefended,
especially if it's your only one!

Build tanks. Tanks are the kings of the battlefield. A large
force of tanks will roll just about anything else. But don't think that
a battlegroup of a dozen Scorpions is a guaranteed victory. Halo Wars
operates on a system where each unit is strong against another type
while being weak against another. Aircraft eat tanks for breakfast and
infantry chew aircraft up. Make sure your armored column has an escort.

Use the terrain. Supply caches, sniper posts and barricades
can mean the difference between victory and defeat. If you see them, use
them. Grab any supply crates you see before your opponents can!

Move as a group. Individual units are easy to pick off, but a
large group of units is much harder to destroy. Keep your troops
grouped up for maximum effectiveness.
